Violent Suspect Featured on America’s Most Wanted – Possible Ties to North Texas

The White Settlement Police Department is requesting the public’s help in locating a suspect wanted for a violent attack on a woman in 2016. The case was featured on America’s Most Wanted and the department is working with the United States Marshal’s Service and Federal Bureau of Investigation-Dallas to locate and apprehend the fugitive from justice.

On November 20, 2016, at 5:42 a.m., officers responded to an open 9-1-1 line that was identifying the call origination in a generalized street area. The victim could not speak due to extensive injuries sustained in a brutal knife attack by the suspect. The dispatcher asked officers to sound their emergency equipment so that she could see if the officers were getting closer to the phone (open line). This intuitive thinking enabled officers to locate the victim, Gloria Sanchez, and get her immediate medical attention to save her life.  

As the investigation continued, detectives zeroed in on a suspect identified as Cesar Colin. The fugitive had a romantic relationship with the victim. The two had returned home that night around 3:00 a.m. after visiting a club in North Texas. At some point, the suspect became angry and attempted to sexually assault the victim at knife-point. The victim managed to get away and called 9-1-1. The suspect threatened the victim that if she called 9-1-1, he would kill her. When the suspect heard the dispatcher’s voice on the telephone, he began repeatedly stabbing her. The suspect then fled the scene on foot and left the victim to die. 

Over the course of the criminal investigation, Cesar Colin was never able to be located by officers. Colin had family ties in North Texas. Investigators initially believed that Colin fled to Mexico as he also has family in that country. 

About six months after the incident, the victim reported that two men showed up to an apartment where she was staying in North Texas. The two men were armed with handguns and another family member told the men they did not know where the victim was. The victim believes that Colin sent these two men to kill her. Since this incident, she has made a full recovery and lives a private life, in fear that Colin has returned to the North Texas area.

The United States Marshal’s Office and Federal Bureau of Investigation has assisted the department throughout this investigation. The White Settlement Police Department has worked with the U.S. Marshal's Office to participate in the U.S.-Mexico Extradition Treaty if Colin is still out of the country.

“Someone has information on Colin’s whereabouts, and we need to hear from them,” said Chief of Police Christopher Cook. “Recent information leads our investigative team to believe that this fugitive on the run may have returned to the North Texas area so we want to increase the pressure and elevate the profile of this case to help our team and federal partners locate Colin so we can bring justice to the victim.”
