The Purchasing Division is responsible for all purchases made by the City of White Settlement utilizing purchase orders, formal bids, and contractual and cooperative purchasing agreements. Our mission is to provide quality service to our customers and vendors alike by implementing and supporting processes that provide timely, cost-effective, high-quality contracts through cooperative and proactive procurement practice. Our purchasing practices are based on Texas state law and the City’s Purchasing Policy.
The city has established a vendor database through Public Purchase, which is a database repository of all vendors who are interested in conducting business with the City of White Settlement. Vendors can register with Public Purchase on their website.
After registering with Public Purchase, select Region (Texas) and agency (City of White Settlement) to register as a vendor with the City of White Settlement.
Required Vendor Forms
Effective January 1, 2006, Chapter 176 of the Texas Local Government Code requires that any vendor or person considering doing business with a local government entity disclose the Conflict of Interest Questionnaire, Form CIQ (PDF).
In 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 of the Government Code. The law states that a governmental entity or state agency may not enter into certain contracts with a business entity unless the business entity submits a disclosure of interested parties to the governmental entity or state agency at the time the business entity submits the signed contract to the governmental entity or state agency.
The law applies only to a contract of a governmental entity or state agency that:
- Requires an action or vote by the governing body of the entity or agency before the contract may be signed
- Has a value of at least $1 million
The disclosure requirement applies to a contract entered into on or after January 1, 2016. Form 1295 may be completed electronically.
